SIR: I have the honor to transmit herewith manuscript of a bulletin containing the organization lists of agricultural colleges and experi ment stations, a subject list of publications of the experiment stations received by this Office during 1899, the Federal legislation relating to the colleges and stations, and the rulings of the Post-Office, Treasury, and Agricultural Departments as to the construction of the act of Congress of March 2, 1887, establishing the stations. The list of agricultural experiment stations and kindred institutions in foreign countries, first published by this Office last year, has been revised. The matter has been compiled under my direction by Miss J. A. Davis, of this Office, and I recommend its publication as Bulletin No. 74. CONTENTS. List of abbreviations..
