SIR: I have the honor to transmit herewith manuscript of a bulletin containing the organization list of agricultural colleges and experiment stations, a subject list of publications of the experiment stations received by this Office during 1898, the Federal legislation relating to the colleges and stations, and the rulings of the Post-Office, Treasury, and Agricultural Departments as to the construction of the act of Congress of March 2, 1887, establishing the stations. There has also been added a list of agricultural experiment stations and kindred institutions in foreign countries compiled from various sources. matter has been compiled under my direction by Miss S.
