SIR: I have the honor to transmit herewith manuscript of a bulletin containing the organization list of agricultural colleges and experiment stations, a subject list of publications of the experiment stations received by this Office during 1896, the Federal legislation relating to the colleges and stations, and the rulings of the Treasury, Post-Office, and Agricultural Departments as to the construction of the act of Congress of March 2, 1887, establishing the stations. The matter has been compiled under my direction by Miss S. L. Sommers of this Office, and I recommend its publication as Bulletin No. 39 of this Office.
