"Where every thing muft undergo difcuffion," (i. e. by the people, as is the cafe in In-
dependent churches) "fome may be in danger of thinking that they have laws to make,
"inftead of laws to obey. A few of the most active spirit and readieft elocution will become
"the real movers and managers in every bufinefs. Thofe, in fhort, who have most need of
"reftraint, are in danger of being led to fet it at defiance, while the peaceful, and those to
"whom the government is committed nominally, are terrified and chained down by the tur-
"bulence of the reft."
