6 recognising, honouring, and rewarding merit alone. It has always been free from the manipulation and contagion of the Government and from the control of political parties. It is a grand old tree, which has stood the battle and the breeze' for three centuries, striking its roots deep in the soil of every county in Ireland, enabling many a poor scholar to wear the ermine and the mitre-to sit with princes. It is well, therefore, that it has been spared. Mr. Fawcett's Bill will enable it to accomplish fully its mission, and will remove everything that can be fairly regarded as a disability. If there is a disability it is what the Ultramontane party have to encounter in the most Catholic countries of the Continent. That party cannot be satisfied unless, as Earl Russell says, the sovereignty of Ireland be transferred from our Queen to the Pope. We can resist its aggressions with a good conscience when we take our stand on the ground of political equality, and the neutrality of the State in matters of religion.
