first these Soviets are not quite given up to such aims as they should follow, but in general they are on the right track and are inevitably coming to the same thing as they have come to in Russia. And under the motto, "The Soviet power in a universal sense" we will overthrow the bourgeoisie of all countries and not after fifty or 100 years, but now, in the nearest future. For that purpose every one of us must be on the job. We must arrange our governmental apparatus, the elementary apparatus, production, and we not forget our fighting organ- the Red army. We must work, and not fold our hands, in order to stand before our examiner, before history, and to hear from her: "You proletarians wanted to be the leading class in the country and were really the leaders of the furthest progress of humanity. You solved the problem of the organization of the governmental apparatus, of production, and the problem of the organization of military forces." Yes, we work on that; it is possible that we have not fully solved these questions. Perhaps we are still clumsily governing the country, perhaps we are clumsily struggling in the water wherein we suddenly found ourselves. We must swim or go under. We will solve our problem: we will stand our test and will win. (Applause.)

Captain SADOUL (speaks in French).- Comrades: I have come to Russia convinced of the possibility to make peace among the socialists of different camps. I arrived here as the representative of the French mission and appearing at this meeting, I tell you I feel at this moment how solemn all this is which has been happening here during three days.

Just today is the anniversary of the day when I with comrade Trotsky went to the representative of the French government. Then I believed that the governments of the allied powers were actually fighting for the freedom and equality of humanity. Comrade Trotzky did not believe any more in it. And after the negotiations with the official representative of the French government, General Voulanso, he expressed to me his conviction that these negotiations will lead nowhere, and that the representatives of all governments fear Socialism much more than the so-called enemy. Then I could not become convinced how correct the viewpoint of Trotzky and the other Russian communists was. Now I am convinced that the French people, the organized workers, the Left side of the Socialists and the whole thinking part of the working peasant and socialistic population of France,

have entirely the same standpoint as comrade Maxim Gorky, who said, recently, that at the present time the world will have to decide between the politics of Wilson and the politics of Lenin. The French people made their decision long ago. It has understood that by helping actively the Russian revolution it can pay off its debt concerning the Russian revolution, the ideal of freedom, equality and brotherhood. The events show how much the French nation has adopted this point of view. Even the most moderate Socialists who up to the most recent time fought Bolshevism had to announce unanimously they will fight with all their might against the invasion of Russia by the Allies and they cannot acknowledge that France has any right to attack the Russian socialistic republic. This understanding of the Russian proletariat revolution by the people of France and its deep solidarity toward it are great. That cannot be crushed with any obstacles and persecutions. And I, in the name of the French Socialists of the Left side and in my own name, assure the Russian proletariat that the day is not far when the French people will enter into active fight against imperialism and against the enemies of the Russian revolution. And when the French people unite with the Russian, German and Austrian people, then the great revolution of the proletariat will be unconquerable, then socialism will win! (Applause; the orchestra plays the "International.")

LAO (the representative of Northern China).- Comrades: When in the twelvth year the revolution broke out in China, which by many was called the great revolution; when the best of us Chinese set ourselves as a goal the overthrow of the rotten monarchistic structure, it seemed as if this revolution would actually bring China the desired freedom. But this revolution was only an exterior one. Only the dynasty perished. Only the throne of the potentate was destroyed. All the rest remained the

same.

Meanwhile the European War broke out and showed once more that the revolution brought nothing new to China; she is as before in the power of not only her own capital but the capital of the world. Japan, taking advantage of this war, took in the Far East all economic life into her hands, and now especially presents continually new demands to China. The Chinese people, who have lived so long a peaceful life, benefiting from the blessing of an agricultural civilization, are now fully crushed under Japan

ese imperialism. The task of the Chinese people, therefore, is the fight against universal imperialism, and one of the chief representatives of it for China is the imperialism of Japan.

Rumors reach us (unfortunately we are scattered far away in a foreign land and do not have exact news) that a revolution has started in Southern China which is setting itself ideals like the Russian; it wants to declare a socialistic Soviet republic.

I am not sure whether that is actually so, but it is true that there are revolutionary fermentations. Russia is separated from Southern China by Great Siberia, with its many thousand versts, but if that were not so, if China could learn all the truth about Russia, she would send not only moral but also physical support and would call out to the world, "Long live the Great Russian revolution!" (Applause, "International.")

COMRADE FEINBURG, the representative of England speaks in English: As a representative of the Socialist Party, I thank the comrades for the occasion which gives me a chance to greet you in the name of the socialistic British proletariat. Although the present International situation is serious, although the danger which threatens us is really great, nevertheless, I do not doubt that the Russian proletariat, together with the proletariat of Austria, Germany and other countries, can repulse the robbers of the world. It has become entirely clear to the proletarians of the Allied countries that there is no difference between the imperialists of England, France, America and Italy of one side and their former enemies of the other side. Millions understand that this war was actually a war between two robbers. And, just as the Geman imperialists, at the time of Brest-Litovsk wanting to strangle the Russian revolution, extracted from Russia what they could, but in the end tore up the ground from under their own feet, and were crushed by Brest-Litovsk and perished, thus, I am convinced, the English, American, French, Italian and Japanese imperialism will also be crushed by Brest, which it arranges for Socialism but prepares for itself.

AHMED (the representative of India): I speak in the name of 330,000,000 of the Hindu people, who are oppressed by English imperialism and express a deep gratitude for the chance to be with you to see the success of the Russian proletarian movement and for the possibility to talk to you about my country. I only regret that I have no time to initiate you into all the terrible details of the English oppression over the numerous millions of

the Hindu people. But you must understand that if it was hard for you to get along with your autocracy, it is even more difficult for the much suffered Hindu people to fight the foreign imperialism! In India every year millions of Hindus die of hunger in the literal sense of the word in spite of the fact that this country is fruitful and is not in the same condition as Russia is now, when she is surrounded from all sides by enemies who are blockading her. The dying out of the IIindu people is explained exclusively only by the fact that the English imperialism presses all the juices out of us by exporting everything that is needed by the Hindu people to Europe. I have heard and know what a terrible fight is fought against the Russian liberating movement, but the words of the preceding orator, the English representative convinced me also that the Russian people have not only enemies but also allies, and such an ally is also the nation in whose name I am now speaking. This harassed, much suffered, thirsting for liberation from an imperialistic oppression, people understand the hopes and sufferings of the Russian people, share its ideals and hopes that the time will come when it will be able to render actual assistance. I want to attract your attention to the following. Before me the representation of the English people, Comrade Feinberg, had the word I do not see in him an enemy but, on the contrary my brother in the struggle because the enemy of the Hindu and the English toiling peoples are not Englishmen but the English imperialists. Once more I want to thank you for the hospitality, with the conviction that the united efforts of all oppressed nations will succeed to strengthen on earth the triumph of justice, freedom and socialism. (Applause. The International.)

Redcheb Bombi. (The representative of Persia). Greetings to you, comrades and brothers, from the laboring revolutionary people of Persia! A greeting to Soviet Russia, who has lifted the banner of the real liberation of the working people of the entire world and the toiling classes from the oppression and exploitation of the world's capital. Greetings to you comrades, greetings to Soviet Russia, from the revolutionary party of Persia.

Several years ago our famous poet expressed himself against the bourgeoisie in the following verses (speaks in Persian) which means translated: "Don't make agreements with a rich man, do not expect success from an agreement with him, it amounts to the same as to hold in the pocket a poisonous snake,

which, some way or

other, will sting you."

Comrades, you are

The bourgeoisie is

sons of the people. We fight for its rights. We fight for its rights. our eternal enemy. We waive all agreements with this unexampled greedy and cruel oppressor of the working class of all nations. We accept the struggle, death or victory. There are no ways of retreat. We are sons of the people, we believe in it. We believe in our victory, we believe that the dawn which has lighted the world will embrace also revolutionary Persia.

Considering the fact that during recent events in Persia despotism ruled in Russia and that the Russian people is unacquainted with these events, I find it necessary to relate before you the treachery of the bourgeoisie and to tell you something about the history of Persia.

Comrades, Persia was robbed twice by organized capitalistic bands. One is the European organized band, the other is the Asiatic organized band. The European consisted of Russian and English capitalists, who came to Persia and leased there from the government or the landowners settlements, and organized there an armed force out of the runaway convicts, the arms for which were distributed by the embassy. During harvesting time they took everything from the poor peasants that they had, so that the peasants had nothing left of their labors for their living, and in order to support their families the peasants had to leave their native country and look for work, and in the meantime their families died of starvation and cold. The Asiatic organized band conducted themselves even worse. The officials of the Shah sold entire provinces for a certain sum to some grandees who went out there with their farmers and robbed the poor peasants and treated them as they pleased. For that reason the people revolted. And, at last, there was organized in Persia a group of republicans. This group considered it its first duty to put an end to its bitterest enemy, the Shah, who was killed. As a consequence of the repressions, which were effected after this murder, the movement quieted down in Persia, but the underground work continued all the time, and after ten years a new revolution broke out. As a consequence there came the conquest of a broad constitution, but it could not last long, because now the foreign imperialism would not stand for the growth of revolution in Persia. It was decidedly unprofitable to despotic England, because she could not get big concessions. The imperialists crushed with all their might the first Persian revolution, sometimes even by having
