(2) To maintain said dam at a suitable height to properly provide a sufficient depth of water north of said dam in the Fox River and the lakes adjacent thereto and connected therewith to enable said waters to be navigated.

(3) To employ a caretaker or custodian for the dam, locks and fishway and the equipment pertaining thereto and for the operation thereof.

(4) To make necessary repairs to keep said property in good condition.

(5) To make such recommendations to the General Assembly for the further improvement of said property as in its opinion the public welfare demands.

§3. There is appropriated to the Department of Public Works and Buildings for carrying out the provisions of this Act the sum of seven thousand five hundred dollars ($7,500).

Be it enacted by the People of the State of Illinois, represented in the General Assembly: That the sum of $20,000, or so much thereof as may be necessary for the objects and purposes hereinafter named, be, and is hereby appropriated to meet the ordinary and contingent expenses of the office of the Lieutenant Governor until the expiration of the first fiscal quarter after the adjournment of the next regular session of the General Assembly:

Amounts paid from appropriations made in section 1 hereof to any officer or employee of the State, either temporary or regular, for personal services, shall be considered as full payment for all services rendered between the dates specified in the payroll or other voucher and no additional sum shall be paid to such officer or employe from any lump sum appropriation, appropriation for extra help or other purpose or any accumulated balances in specific appropriations, which payments would constitute in fact an additional payment for work already performed and for which remuneration had already been made.

AN ACT accepting a deed of conveyance of the Lovejoy Monument at Alton, Illinois, and the land upon which it stands, and providing for its care and maintenance, and making an appropriation therefor.

WHEREAS: The Alton Cemetery, a corporation organized under the laws of the State of Illinois, has entered into a deed of conveyance, conveying and warranting to the State of Illinois, a parcel of land upon which stands the Elijah P. Lovejoy Monument, upon the condition that the State maintain the monument and walks for the purpose for which it is now used, and reserving to the grantors a right of ingress and egress over the land; and

WHEREAS: It is eminently fitting that this monument to one of Illinois' greatest martyrs to the cause of freedom, should belong to and be cared for by the State; now, therefore,

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

SECTION 1. The State of Illinois accepts the conveyance from the Alton Cemetery, of the following described parcel of land, to-wit:

A circular tract of land seventy-eight (78) feet six (6) inches, more or less in diameter, upon which the Elijah P. Lovejoy Monmuent stands, the center of the monument being the center of the circular tract, including the monument and appurtenances and foundation thereunder, together with the sidewalks surrounding the monument; it being the intention to convey such property as lies within the retaining walls or curbs surrounding said tract, the property of said grantor, situated in the Alton Cemetery, in the city of Alton, in the county of Madison and State of Illinois.

The Department of Public Works and Buildings is authorized to receive the deed conveying the above described property, and to deposit the deed in the office of the Secretary of State.

§ 2. The land, monument and sidewalks shall be under the care and control of the Department of Public Works and Buildings, and it shall be the duty of that department to preserve and maintain such property for the purpose for which it is now used. The property so conveyed shall never be used for any other purpose, and access to the public shall always be permitted.

§ 3. There is appropriated to the Department of Public Works and Buildings, the sum of five hundred dollars ($500.00) for the biennium ending June 30, 1925, for carrying out the purpose of this Act.

AN ACT making an appropriation for the completion of a monument to General Philip H. Sheridan.

The Fifty-second General Assembly appropriated $25,000 to build a monument in Lincoln Park to General Sheridan, which was not available for use for two reasons. The amount was appropriated as a re-appropriation when there had not been a prior appropriation for that purpose. The monument in question by Gutzon Borglum was being built by public subscription and the appropriation made in 1921 was intended not to cover the entire cost but to supplement the subscriptions by individuals and to complete the construction. The monument will be completed and dedicated in July, 1923. For the purpose of making available this sum as originally intended, therefore

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

SECTION 1. There is appropriated to the commissioners of Lincoln Park the sum of $25,000 for completing the construction of an equestrian monument in Lincoln Park in the city of Chicago, facing Sheridan Road at Belmont Avenue, to the memory of General Philip H. Sheridan.

§ 2. The Auditor of Public Accounts shall draw his warrant for the amount appropriated and the State Treasurer shall pay the same from the State treasury.

AN ACT to provide for the construction of a monument in commemoration of the services of the Three Hundred Seventieth Infantry of the Ninety-third Division of the United States Army during the World War and making an appropriation therefor.

WHEREAS, The Old 8th Infantry of the Illinois National Guard was reorganized during the World War as the 370th Infantry of the 93rd Division of the United States Army; and

WHEREAS, One hundred thirty-seven men of such regiment were killed in action, died of wounds or lost their lives from diseases or other causes; and

WHEREAS, the said regiment under the command of Colonel T. A. Roberts, rendered great service to the nation during the World War and reflected great credit upon the State of Illinois and the city. of Chicago; now therefore,

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

SECTION 1. The Department of Public Works and Buildings shall erect, at the intersection of Thirty-fifth Street and Grand Boulevard in the city of Chicago, a monument to the overseas veterans of the Three Hunderd and Seventieth Infantry of the 93rd Division of the United States Army. Before erecting such monument the Department of Public Works and Buildings shall consult with the South Park Commissioners in regard to any plans, specifications and suggestions it may care to submit in regard to the building thereof.

§2. The sum of fifteen thousand ($15.000) dollars is appropriated to the Department of Public Works and Buildings for the purpose of carrving out the provisions of this Act.

§3. This appropriation is subject to the provisions of "An Act in relation to State finance." approved June 10, 1919, as amended. APPROVED June 25, 1923.

AN ACT providing for the construction and maintenance of entrance drives to and extending through Old Salem State Park.

SECTION 1. Be it enacted by the People of the State of Illinois, represented in the General Assembly: For the purpose of making Old Salem State Park accessible to the public. the Department of Public Works and Buildings is authorized and directed to construct and maintain a durable hard-surfaced road commencing at the point. where State-aid route No. 4 in Menard County intersects with the south boundary line of Section 25, township 18 north, range 7 west of the third principal meridian, thence in a northeasterly direction to the south end of the park, thence in a northerly direction approximately twenty-six hundred feet to the north entrance, thence partly along the State-aid route No. 4 in Menard County, and partly along a route and on land to be furnished for this purpose by Menard County, so as to connect with the improved State-aid road extending south of Petersburg, approximately nineteen hundred seventy-five feet.

§ 2. There is appropriated the sum of fifty-five thousand dollars ($55.000) to the Department of Public Works and Buildings for carrying out the provisions of this Act.

§3. This appropriation is subject to the provisions of "An Act in relation to State finance," approved June 10, 1919, as amended. APPROVED June 29, 1923,
