APPROPRIATION FOR GAS TANK, SEPARATOR AND GAS ENGINE ON STATE HOUSE GROUNDS.

AN ACT Appropriating Money for the Construction of a Gas Tank and Separator and a Gas Engine for the State Capitol.

Be It Enacted by the Legislature of the State of South Dakota:

I.

§ 1. There is here appropriated out of any money in the treasury not otherwise appropriated the sum of fifteen thousand dollars to be used by the state capitol commission in erecting a gas tank and separator at the gas well upon the state capitol grounds, and for the purchase and installation of a gas engine to utilize the gas from such well.

§ 2. Said appropriation shall be paid by the warrant of the state auditor issued upon vouchers duly approved by the state capitol commission.

§3. An emergency is hereby declared to exist and this act shall be in force and effect from and after its passage and approval. Approved March 6, 1911.

APPROPRIATION FOR BUILDINGS ON STATE EXPERIMENTAL FARM AT EUREKA.

AN ACT Appropriating Money to Construct and Build on the State Experimental Farm at Eureka, South Dakota, an Employes' House, a Barn, Corn Cribs, and to Put Down and Equip a Well.

Be It Enacted by the Legislature of the State of South Dakota:

§ 1. Appropriation] There is hereby appropriated out of any money in the general funds of the treasury of this state, not otherwise appropriated, the sum of two thousand five hundred ($2,500.00) dollars or so much thereof as shall be necessary to construct and build on the state experimental farm at Eureka, South Dakota, an employes' house, a barn, corn cribs, and to put down and equip a well.

§ 2. Constructed Under Supervision of Board of Regents] The said buildings and improvements shall be constructed, erected and instituted under the supervision of the board of regents by contracts, to be let to the lowest and best responsible bidders as soon as practicable after the passage and approval of this act. The state auditor shall issue warrants upon the state treasurer in payment for said buildings and improvements upon properly certified vouchers, approved by the board of regents and upon presentation of said warrants the said treasurer shall pay the same.

§ 3. Emergency] Whereas, the above buildings and improvements are badly needed and the work should begin as early as possible, an emergency is hereby declared to exist and this act shall be in force and take effect from and after its passage and approval. Approved March 6, 1911.

AN ACT Entitled, An Act Conferring Additional Powers Upon the State Capitol Commission and Appropriating Funds Therefor.

Be It Enacted by the Legislature of the State of South Dakota:

§ 1. There is hereby appropriated out of the state capitol building fund, the sum of twenty thousand dollars ($20,000.00) to be available in the year 1911 and twenty thousand dollars ($20,000.00) to be available in the year 1912, to be used in filling, grading, landscaping and decorating the state capitol grounds at Pierre, provided that if there is not sufficient money derived from the sale of capitol building lands to pay warrants already issued against the state capitol building fund, including warrants issued pursuant to this appropriation, in said fund, within two years from the date of the issue thereof, then all of such warrants outstanding at the expiration of such two years period shall be paid from the general fund of the state, and any moneys thereafter received into the capitol building fund shall be transferred to the generai fund until the full amount paid from the general fund in liquidation of such capitol building warrants has been fully restored to the general fund.

§ 2. The expenditure of said appropriation shall be made upon warrants duly issued by the state auditor upon the vouchers of the state

capitol commission, upon plans and specifications for the improvement of the said state capitol grounds, as provided in section I, of this act, which may provide for the ultimate expenditure of not to exceed the hundred thousand dollars for the completion of such improvements.

§ 3. An emergency is hereby declared to exist and this act shall be in force and effect from and after its passage and approval. Approved March 4, 1911.

APPROPRIATION FOR ADDITION TO THE CREAMERY BUILDING AT STATE COLLEGE.

AN ACT Entitled, an Act Appropriating Money for the Building of an Addition and Repairing the Creamery Building at the State College of Agriculture and Mechanic Arts at Brookings.

Be It Enacted by the Legislature of the State of South Dakota:

§ 1. Appropriation.] That there be and hereby is appropriated out of any moneys in the state treasury, not otherwise appropriated, the sum of four thousand dollars ($4,000.00) for an addition and repairing the creamery building of the state college of agriculture and mechanic arts at Brookings.

§ 2. Regents to Have Supervision] The building of said addition and repairing the said creamery building shall be under the control and management of the regents of education, and shall be allotted by contract after duly advertising for bids therefor.

$3. Duty of the State Auditor] The state auditor shall issue warrants upon the state treasurer in payment for the building and repairing of said creamery building upon properly certified and itemized vouchers from the regents of education, and upon the presentation of such warrants the state treasurer shall pay the same.

APPROPRIATION FOR REFUNDING MONEY TO WALWORTH COUNTY. AN ACT Entitled, An Act Appropriating Money to Walworth County, South Dakota, for Money Erroneously Paid in and Remitted to the State of South Dakota by the Treasurer of Walworth County for the Year 1908.

Be It Enacted by the Legislature of the State of South Dakota:

§ 1. That there be, and is, appropriated out of the general fund of the state to Walworth county, South Dakota, the sum of one hundred and six dollars and thirty-five cents ($106.35) for money erroneously paid by said county to the state of South Dakota for the year 1908.

§ 2. That the state auditor shall issue his warrant to the state treasurer to said Walworth county, running to the county treasurer of said county, for the sum of one hundred and six dollars and thirty-five cents ($106.35), as provided in this act, and said state treasurer shall pay the same out of any moneys in the state treasury not otherwise appropriated.

APPROPRIATION FOR DORMITORY AT STATE TRAINING SCHOOL AT PLANKINTON.

AN ACT Entitled, an Act to Appropriate Money for the Erection and Furnishing of an Addition to the Building Known as the Girls' Cottage at the South Dakota Training School at Plankinton, South Dakota.

Be It Enacted by the Legislature of the State of South Dakota:

§ 1. There is hereby appropriated out of any moneys in the state treasury, not otherwise appropriated, on July first, 1912, the sum of ten thousand dollars ($10,000.00) or so much thereof as may be necessary for the construction and erection of an addition to the building known as the girl's cottage at the training school at Plankinton, South Dakota and for equipping and furnishing the same.

§ 2. Said improvements shall be made under the supervision of the board of charities and corrections, and the state auditor shall issue warrants upon the state treasurer in payment for the same upon properly certified vouchers from said board, and upon presentation of said warrants the state treasurer shall pay the same.

DEFICIENCY APPROPRIATION FOR PRINTING AND BINDING.

AN ACT to Appropriate Money for Deficiencies to Pay for Printing and Binding the Reports of the State officers, for the Fiscal Years 1909 and 1910, for Publishing Constitutional Amendments, Election Certificates, and Referendum Ballots.

Be It Enacted by the Legislature of the State of South Dakota:

§ 1. There is hereby appropriated out of the general fund of the state, not otherwise appropriated, the sum of eighteen thousand dollars, to pay the deficiencies for printing and binding official reports of the state officers for the fiscal years 1909 and 1910, for publishing Constitutional Amendments, Election Certificates and Referendum Ballots, said sum of money to be disbursed by warrants thereon, to be drawn by the state auditor, on properly certified vouchers of the state printing commission.

§ 2. Whereas, the appropriation made by the legislature of 1909, for the above purposes, was insufficient, an emergency is hereby declared to exist and this Act shall be in full force and effect from and after its passage and approval.
