MINORITY REPORT OF COMMITTEE ON MASONIC RECORD. Comp. O. L. SPAULDING, P. G. H. P., presented the following minority report on Comp. BLADES' resolution, which was accepted, and on motion, laid on the table:

To the M. E. Grand Chapter Royal Arch Masons of Michigan:

The undersigned, one of the Committee to which was referred the resolution of Comp. F. A. BLADES, contemplating a Masonic Record of each Royal Arch Mason in this Grand Jurisdiction, begs leave to report that this is a matter commending itself to each Subordinate Chapter, and that each Subordinate be recommended to keep such a Record, and to further this end, this Grand Chapter directs that each Subordinate Chapter in its petition require the petitioner to state the date when, and place where he was initiated, passed and raised. And Subordinate Chapters are requested, so far as practicable, to make a Masonic Record of its present and past members.

REPORT OF COMMITTEE ON UNFINISHED BUSINESS. Comp. L. G. RUTHERFORD, for the Committee on Unfinished Business, submitted the following report, which was accepted:

To the M. E. Grand Chapter Royal Arch Masons, of the State of Michigan:

Your Committee on Unfinished Business beg leave to report that the matter of amendment to Constitution, on page 48, of the Proceedings of 1880, viz:

Resolved, That the words 'Thunder Bay and Iosco Chapters' be inserted after Peninsula' in the amendment to Sec. 1, Art. VII., of the Constitution," be rejected.

REPORT OF COMMITTEE ON APPEALS.

Comp. A. I. SAWYER, P. G. H. P., for the Committee on Appeals, presented the following report, which was accepted and adopted:

To the M. E. Grand Chapter of Michigan:

Your Committee on Appeals, to whom was referred the matter of Comps. R. C. HATHEWAY; C. WATERBERRY, High Priest, and PETER B. HAIGHT, Past High Priest of Ionia Chapter, No. 14, have had the same under consideration, and beg leave to submit the following report:

The papers, records of Ionia Chapter, and the proceedings of the Grand Chapter, show that one P. H. TAYLOR, was duly suspended indefinitely by Ionia Chapter, October 15, 1869. That on the 6th of January, 1871, an effort was made to reinstate Comp. P. H. TAYLOR, but it was unsuccessful.

That at a special convocation of Ionia Chapter, held on the 11th of March, 1871, the High Priest declared Comp. P. H. TAYLOR to be reinstated, and clothed with all the rights and privileges of Royal Arch Masonry.

This matter was submitted to the Grand High Priest Comp. O. L. SPAULDING, who made the following reply (See page 19 of Proceedings of 1878, question 11.)

"The High Priest has no authority to restore him, and he is still indefinitely suspended. Until his disability is removed, he has no right in the Chapter. It makes no difference that he has paid dues and been permitted in the Chapter. He gains no more rights by this than would a profane ;" which was approved by Grand Chapter. (See page 40 of Proceedings 1878.)

This ruling of Past Grand High Priest O. L. SPAULDING, and the action of the Grand Chapter thereon, seems not to have satisfied Comp. P. H. TAYLOR, and he submitted his troubles to Comp. Grand High Priest KRUGER, who substantially agreed with his predecessor Comp. Past Grand High Priest O. L. SPAULDING, in his reply, which being submitted to the Grand Chapter in 1879, the Committee on Masonic Law, to whom it was referred, made the following report, viz:

"In the matter of P. H. TAYLOR and Ionia Chapter, No. 14, we have examined the same, and can come to but one determination, which is the same as that of the Chapter and of the Grand High Priest. Comp.

TAYLOR is out of the Chapter by suspension, and can only be restored by due petition and favorable ballot," which was approved by the Grand Chapter. (See page 52, Proceedings of 1879.)

That at a regular convocation of Ionia Chapter, No. 14, May 10th, 1878, another effort was made to reinstate Comp. P. H. TAYLOR, but he was again rejected by a vote of ten to ten.

At a regular convocation of Ionia Chapter November the 8th, 1878, the Chapter voted that "the matter of P. H. TAYLOR'S restoration be postponed until he pays the amount claimed by the Chapter."

That at a regular convocation of Ionia Chapter held June 18th, 1880, the ballots were again passed for the restoration of said TAYLOR, canvassed by the High Priest, King and Scribe, showing that there had been twenty-five ballots cast, sixteen white and nine black, indicating that the candidate had been rejected, and the Secretary made an entry accordingly. After the result of the ballot had been announced, the High Priest ordered another ballot, which showed that there were thirty ballots cast (five Companions having entered the hall since the former ballot), twenty-one white and nine black, upon which the High Priest declared the Companion reinstated.

That at a regular convocation of the Chapter, on the 16th of July, 1880, the Chapter was opened by Past High Priest PETER B. Haight, the High Priest King and Scribe being absent; at which meeting the minutes of the meeting in June were not approved, an objection being interposed, and the acting High Priest ruling, that an objection to the approval of the minutes was equivalent to a black ball in voting upon a petition.

That at a regular convocation of the Chapter held September 17th, 1880, the minutes of the meetings, June 18th and July 16th, were approved.

Now then Comp. R. C. HATHEWAY appeals to the Grand Chapter from the actions of Ionia Chapter, No. 14, in reinstating Comp P. H. TAYLOR, upon the ground that the High Priest of the Chapter erred in ordering another ballot the same evening after the result of the ballot had been announced, and after an opportunity had been given for other members to enter; and as the ballot shows, others did enter, by which it appears the result of the former ballot was reversed and the Companion declared restored.

Your Committee look upon the action of the High Priest, Comp. C. WATERBURY, as contrary to sound Masonic law, and tending to destroy

the peace and harmony of the Chapter, and recommend that the appeal be sustained.

Companion HATHEWAY also appeals from the decision of the acting High Priest PETER B. HAIGHT; "that an objection to the minutes is equivalent to a black-ball upon the petition of a candidate for the Degrees."

Your Committee recommend that the appeal be sustained in this case also.

Like the minutes of all organized bodies, the minutes of a Chapter are approved or disapproved by a majority vote, and are in no way governed by the rules that prevail concerning balloting for Degrees.

Your Committee would therefore recommend that the action of Ionia Chapter, No. 14, in reinstating Companion P. H. TAYLOR as stated, be not sustained, but that the Companion still stand as indefinitely suspended.

Comp. R. C. HATHEWAY also appeals upon the ground that Comp. PETER B. HAIGHT could not lawfully open the Chapter during the absence of the High Priest, King and Scribe. In this matter your committee are of the opinion that in the absence of the first three officers of the Chapter, the Chapter could not be lawfully opened without the presence and formal assent of the junior Past High Priest, and as the proceedings of the Grand Chapter show that Comp. Peter B. Haight is not the junior Past High Priest of Ionia Chapter, your Committee recommend that this appeal be also sustained, and that all the proceedings had at the meeting of the Chapter on the 16th of July, 1880, be declared null and void.

In view of this continued discord and reckless disregard of the usages of capitular Masonry, that seem to have prevailed so long among officers and members of Ionia Chapter, No. 14, your Committee would further and finally recommend that the Grand High Priest be instructed to visit Ionia as soon as convenient, convene the Chapter, reprimand them for their misconduct, and endeavor to bring order out of confusion.
