Friday, February 7, 1868.-Intimation received of the death of Professor Macdougall. To be communicated to the Curators of Patronage, with the resolution of last meeting as to teaching of Political Economy. Dr Robertson, F. R.C.P.E., Dr Seller, F. R. C. P. E., and Mr Bell, F.R.C.S. E., re-appointed Examiners in the Faculty of Medicine.

On nomination by their respective Professors, the following Class Assistants were appointed :-Dr Dalzell and Mr F. Dewar, Chemistry; Mr David Fogo, Latin; and Mr A. R. Catton, Natural Philosophy.

Arrangements made by Senatus for the teaching of the class of Public Law by Mr E. J. Mackay during the present Session, owing to the illness of Professor Lorimer, approved.

Grants by Senatus to Professors for special services sanctioned—viz., increase of salary of Dean of Medical Faculty to £100, and of Dean of Arts Faculty to £50; and special grant of £105 to Professor Wilson for taking charge of the College Buildings and College Servitors for several

years.

Annual Library Report received and read.

Questions having arisen between the University Court and the Senatus Academicus as to the powers conferred on the Court by the Universities' Act of 1858, to review ex proprio motu the decisions of the Senatus, and to make regulations for the discharge of their duties by Professors, and repeated communications having passed on these subjects between the two bodies, which had led to no definite result, the Court, on consideration of the whole matter, resolved, that as no case had yet occurred which called for a decision of the question, it was inexpedient for the present to take further steps in regard to the general question between the Court and Senatus; but that the Court should reserve its right to maintain on any suitable occasion the power which, by advice of counsel, they have claimed to review decisions of the Senatus, not merely under an appeal to the Court, but likewise ex proprio motu. It was at the same time resolved to proceed under the powers conferred by sect. xii. 2 of the Act in the matter which had given rise to the question regarding regulations for the discharge of their duties by Professors. Intimation of this resolution directed to be made to the Senatus Academicus.

Wednesday, February 12, 1868.-Intimation received of the death of Sir David Brewster, Principal and Vice-Chancellor of the University. Resolved that the Court express to his family their desire to attend his funeral at Melrose.

Wednesday, February 19, 1868.-Dr Wood, by Ordinance, Chairman of the Court, as Chancellor's Assessor, in absence of the Rector and Principal, authorized to sign a minute not signed by the late Sir D. Brewster. The following special minute was adopted:-" The Court haying today met for the first time since the funeral of the late Principal of the University, Sir David Brewster, think it their duty to put on record their sense of the deep loss which the University of Edinburgh, as well

as the world of science and literature, has sustained by his death. The scientific bodies, with which he was connected will doubtless record their sense of his character and attainments as an eminent philosopher. It rests more with this Court to mourn for him as one whose warm interest in the University never abated to the last; and who, on the many occasions on which he presided over their deliberations, or was associated with them in business, evinced the sagacity of a clear and disciplined intellect, and the courtesy of a kind and Christian gentleman. While the Court will ever miss him in their collective capacity, each member of it feels that by his death he has lost a valued and respected friend."

Mr David Milne Home of Wedderburn, appointed Curator of Patronage, in room of the late Sir David Brewster.

Representation by the General University Council in favour of a reciprocal privilege of using the Libraries of the four Universities of Scotland by the several Members of Council resident at the University seat, having been transmitted by the Court to the Senatus for consideration, and returned to the Court with the approval of the Senatus, was now approved by the Court. The Senatus to be requested to draw up regulations accordingly, and to consult the Law Faculty as to whether the alterations contemplated required an alteration of the Ordinance of the late Universities' Commissioners regarding libraries. The resolution to be communicated to the other University Courts for their information.

Remitted to Drs Wood and Christison to communicate with the Lord Advocate, with the view of obtaining in any Bill for the Amendment of the Representation of the People in Scotland, the necessary measures for putting the Register of the General University Council on a better footing as to accuracy and facility of consultation.

Resolution passed, under section xii. 2, of the "Universities' Act," to the effect that no Professor shall open new classes without previous approval by the Senatus, and consent of the University Court, ordered to be communicated to the Senatus, in terms of the Act.

Friday, March 6, 1868.-The business at this meeting related only to matters of form, not requiring publication, and to an appeal by Dr Bennett, disposed of at next meeting.

Friday, March 13, 1868.-Further consideration of Dr Bennett's appeal. The appeal was against a decision of the Senatus on a motion by Dr Bennett, the purport of which was, that the Senatus should settle how the Professor of Anatomy should teach his subject, so as not to encroach, as Dr Bennett alleged had been done by the late and present Professors, on the province of the Professor of the Institutes of Medicine. After interchange of documents between Dr Bennett and the Senatus, a hearing before the Court was granted, and Dr Bennett was heard at length on the subject at the last meeting of the Court. The decision of the Senatus appealed against not being on the merits of the question raised by Dr Bennett, but on the mode of procedure merely, the Court

this day came to the resolution, that in the present case it was inexpedient to proceed except on an appeal against a decision by the Senatus on the merits.

Resolved to memoralise Government in favour of augmentation of the salary of the Principal of the University. Dr Wood to go to London on this matter; the concurrence of the Curators of Patronage in the memorial to be requested.

Resolved to take measures for opposing the clause in the Parliamentary Reform Bill, under which upwards of 1000 Medical Graduates of St Andrews, who had not studied at their University, and had not necessarily any University education, would be admitted to the General Council.

Friday, April 3, 1868.-Communication received from the Senatus, declining to concur in applying to Government for increase of the Principal's salary, on the ground that their views of the necessity for an increase of the salaries of the Principal and Professors was already well known to Government, and, also, because the Senatus could not concur with the Court in all their reasons for urging an augmentation of the salary of the Principal.

Dr Wood reported that he had been received by the Chancellor of the Exchequer on behalf of Government, and had been supported by an important deputation, consisting of Scottish members of Parliament; that his representations appeared to be favourably received; and that his impression was that an increase in the salary of the Principal would be granted, if the University on its own part would assist by providing the Principal with an official residence. Thanks of the Court voted to Dr Wood.

The University Accounts, presented this day, were directed to be circulated among the members of Court.

The concurrence of the Senatus in the regulation adopted by the Court on 19th February, regarding the opening of new classes by Professors, was received. The matter was ordered to be communicated to the General Council, in terms of the Universities' Act.

Monday, 27th April 1868.-Professors Crawford, Stevenson, Kelland, and Fraser were reappointed, and Professor Liston appointed, Examiners of Schoolmasters-Elect.

Reply of Secretary of Treasury to Court's memorial on Salary of Principalship received. Its terms confirmed the view stated by Dr

Wood in his report above.

The Court sanctioned a proposal, approved of by the Senatus, for the opening by the Professor of Natural Philosophy of (1) Class of Mathematical Physics, fee £3, 35.; (2) Practical Class in Physical Laboratory, fee, two-thirds of fee for Practical Chemistry.

The Court sanctioned proposal of Senatus to grant Degrees in "Applied Science. Departments to be (1) Agriculture; (2) Engineering; (3) Veterinary Surgery. A scheme for examinations thereon was amended and approved (See p. 127-131).

Dr Wood, Mr Laing, and Mr Phin, to be a Committee to examine and report on University Accounts for 1866-7.

Approval of General Council received to regulation on opening of new classes. Matter ordered to be submitted to the Chancellor for his sanction.*

Representation received from General Council, that Court should support by a deputation the proposal in the Reform Bill to give two representatives in Parliament to the Scottish Universities. Measures in support of the views of the Council were resolved on.

*This Regulation received the consent of the Chancellor on the 6th of May, and is as follows:- No class in addition to those existing in the University shall at any time be opened, whether for the purpose of dividing the Course on a subject, necessary for Graduation, or for teaching a class not requisite for Graduation-without the approval of the Senatus and the sanction of the University Court."
