have equal lots of land with the other fettlers, on giving indents to the public Bank for half a year's service, or 155 days work, to commence 12 months after their landing; and thofe that arrive within the next half year, (i. e. within two years) fhall purchase an equal lot for one year's fervice, to commence in their fecond year, and be worked out before the completion of the third year: and those which arrive afterwards, must not be allowed a lot under two years fervice, as proposed in page 53, of the former regulations.

That if this mode of cultivation by Jarge bodies of men under the direction of the public Bank, fhall be found to be most efficacious, it fhall be lawful for any of the fettlers on the Spot, who can advance to the public Bank the value of one man's labour for one year, or 310 days, to have a spot of ground of the fame fize as the fhares of the abfentees, to be cleared and cultivated by the public Bank, as before propofed for the holders of shares, but fuch additional land fhall not be confidered as freehold, nor to be fold, or difpofed of, or transferred, but fhall be ftill deemed public or common land, mortgaged to yield only the due proportion of its produce to the bolders

But in cafe any proprietor of shares in England fhall go over to the fettlement, he fhall be allowed to chufe, from all the shares or lots registered in his name, (as before proposed) one lot of land of an equal fize with the lots of the other fettlers, to be his freehold land as long as he shall remain in the fettlement, and which he may alfo fell or transfer, in cafe he should afterwards think proper to remove from thence.

By this means any perfon of colour, who being pre-engaged in fervice, or other employment or business in Europe, which he cannot immediately quit or give up, may be enabled, on advancing 281. to reserve in his own name an original lot in the settlement, in cafe he should hereafter

hereafter be defirous to go over and eftablish himself in the fettlement, and in the mean time he will obtain an ample profit for his rifque in advancing the

money.

It is also proposed as a means of ftrengthening the new fociety for common defence, to admit as proprietors and equal sharers, all Europeans (being Proteftants) that fhall land in the settlement within 12 months from the first establishment of it, on the fame terms as the first fettlers, provided they will faithfully promise to conform to all the established regulations, to incorporate themfelves into Dozens, Hundreds, &c. and to be bound by the refolutions of the majority in the common council of the fettlement, in which, of course, they will be entitled to an equal voice. That all fuch European fettlers as arrive there within fix months after the first year, fhall
